Naraha Center for Remote Control Technology Development (NARREC) was established in Japan Atomic Energy Agency to promote a decommissioning work of Fukushima Daiichi Nuclear Power Station (Fukushima Daiichi NPS). NARREC consists of a Full-scale Mock-up Test Building and Research Management Building. Various test facilities are installed in these buildings for the decommissioning work of Fukushima Daiichi NPS. These test facilities are intended to be used for various users, such as companies engaged in the decommissioning work, research and development institutions, educational institutions and so on. The number of NARREC facility uses was 84 in FY2021. We participated booth exhibitions and presentations on the decommissioning related events. Moreover, we also contributed to the development of human resources by supporting the 6th Creative Robot Contest for Decommissioning. As a new project, "Narahakko Children's Classroom" was implemented for elementary school students in Naraha Town. This report summarizes the activities of NARREC in FY2021, such as the utilization of facilities and equipment of NARREC, the development of remote-control technologies for supporting the decommissioning work, arrangement of the remote-control machines for emergency response, and training for operators by using the machines.

The 2020 Symposium on Nuclear Data was held on-site at RIBF Conference Hall in RIKEN Wako campus on November 26 to 27, 2020, combined with on-line connection conference. The symposium was organized by the Nuclear Data Division of the Atomic Energy Society of Japan (AESJ) in cooperation with Sigma Investigative Advisory Committee of AESJ, Nuclear Science and Engineering Center of Japan Atomic Energy Agency (JAEA), RIKEN Nishina Center, Center for Nuclear Study, The University of Tokyo (CNS), KEK Wako Nuclear Science Center (WNSC), School of Science, The University of Tokyo. In the symposium, six sessions were proposed and held: "Reactor theory and experiments" as a tutorial, "Accelerator Facilities and Nuclear Data", "Deep/Machine Learning and Nuclear Physics, Application to Nuclear Data", "Nuclear Medicine and Nuclear Pharmacy", "Fission, Heavy Ion Nuclear Spectroscopy", and "Nuclear Reaction Data" as lecture and discussion sessions. In addition, recent research progress on experiments, nuclear theory, evaluation, benchmark and applications were presented in the poster session. The total number of participants was 119, of which 62 were on-site participants. Each oral and poster presentation was followed by an active question and answer session. This report consists of total 40 papers including 15 oral and 25 poster presentations.

This report describes the test procedures for evaluating running performances of remotely operated robot utilized for nuclear emergency responses and decommissioning. After the accident at Fukushima Daiichi Nuclear Power Station of the Tokyo Electric Power Company Holdings Inc. (FDNPS) occurred, remotely operated robots have been deployed and utilized in the response tasks. Such post-accident work experience and lessons learned are very valuable for developing the robots in the future. Therefore, we were motivated to develop the test methods for performance evaluation of the robot by referring with such experiences and lessons. Based on our examinations, in order to execute the response and decommissioning tasks, the robots are required to run through the space without enough margin and avoiding collisions, to move on stairs while avoiding tumbling or falling down and to drag a cable while avoiding problems caused by the cable entwining around objects. This report describes three test procedures for quantitatively evaluating the performances which are for running narrow passage, climbing up/down on the stairs and running with dragging the cable. Typical course layout and the demonstration of test running are also illustrated for the references.

Takasaki Advanced Radiation Research Institute (TARRI) was established in April 1963. There are irradiation facilities of quantum beam such as ion, electron, Co-60 -rays. TARRI has researched as complementary utilization together with other quantum beams such as neutron, synchrotron radiation, etc. as a part of the quantum beam platform. Recent technology transfer are outcomes of mutation-breeding sake yeast for quality sake brewed from the finest rice and cesium removal adsorbent for cartridge-type filters. Radiation-induced crosslinked resin was commercialized recently as a school teaching material. Dissemination of radiation technology has been continued through outreach activities.

This article describes first the basic aspects of sputtering phenomena based on ion beam - solid interactions, followed by introduction of ion beam sputter deposition (IBSD) method for thin film fabrication. The article further introduces the experimental apparatus for IBSD application, equipped with an ion beam irradiation system for sputter-etching of the substrate surface. It is shown that this method is suitable for fabrication of semiconducting iron silicide film on Si substrate. The experimental results revealed that the obtained thin film is highly-oriented and continuous, forming atomically flat interface between film and the substrate.

The JAERI superconducting RF linac-based free-electron laser has successfully produced the tunable, 6% or more efficient, a few hundreds femtoseconds, and 2.34kW high average power laser light firstly. Here we discuss and report what kinds of the accelerator and free-electron laser technologies we need in order to make a large-scale and popular industrial FEL applications possible, to increase the average power drastically, to realize the JAERI FEL to be a non-ionizing radiation generating device, and to miniaturize the device volume and weight. In the discussion as a specific example of the large-scale and popular industrial applications, we discuss the nuclear energy related example, and the required technologies of the accelerator and non-accelerator related.

Radiation induced graft-polymerization is sophisticated technique which is capable of introducing aiming functions into conventional polymers. Especially, pre-irradiation method is available for industrialization owing to discrete processes of irradiation and grafting. The chelate adsorbents having high selectivity against metals were synthesized by the graft-polymerization. The recovery of uranium from seawater and the removal of toxic metals from wastewater were described as applicable examples of the graft adsorbents.

An on-site plant analyzer can provide analysis support in evaluating plant dynamic characteristics when unplanned events occur in a nuclear power station. The plant analyzer contains a plant-dynamics analysis code, which efficiently and quickly analyzes the plant dynamic characteristics. Elements being developed for the on-site plant analyzer include utilities to build plant models for performing analyses and to retrieve plant operation data. The addition of these elements to the analysis code supports the plant-dynamics analysis works in MONJU, in particular, to assist the analyses of start up tests. The system contains the FBR plant-dynamics analysis code "Super-COPD", which is based on the "COPD" code that was used in the safety licensing of MONJU. One feature of the system is that all operations, e.g., assembling plant models for analysis, are prepared using a GUI (Graphical user Interface). In addition to this feature, the system is able to retrieve directly on- and off-line plant data from MIDAS, the Monju Integrated Data Acquisition System. These plant data are used to supply time-dependent boundary conditions for the plant analysis models. For this report, two case studies were performed. First, the analysis result of a turbine trip test at 40% power operation using the full plant model is described. For the second, performance of the IHX model was evaluated using retrieved plant data for boundary conditions. With the development of this system, improvement in the efficiency of analyses of MONJU start-up tests is expected.

ln experimental study for the thermohydraulics of fast reactor, a simple experiment with fine measurement has been desired for understanding of phenomena and for verification of computer code rather than mockup experiments of large scale. For such purposes quality of experimental data must be improved. ln the velocity measurement, instantaneous velocity profile will have great advances for the understanding of phenomena and for the verification of computer code. ln this report two methods of the velocity profile measurement are discussed; one is ultrasound Doppler velocimetry (UDV) and the other is particle image velocimetry (PIV). These methods were applied to water experiments. The UDV was applied to pipe flow, planer jet, and the inter-wrapper flow which is seen in the gap region between subassemblies of fast reactor core. Cross check with laser Doppler velocimetly showed proper measurement of the UDV. Problems including the application to sodium experiments are also discussed. The PIV was also applied to the inter-wrapper flow. For the application to complex flow geometry, noise reduction method was developed to improve the measurement accuracy.
